The IC is a quad 2 input “AND” gate, a CMOS 4081. These gatesonly produce a HIGH output, when BOTH the inputs are HIGH. Whenthe key wired to `E` is pressed, current through R1 and D1switches Q5 on. The relay energises; and Q5 is `latched on` byR8. The LP2951 regulator is manufactured by National Semiconductors. The choice of values is from an application note Battery Charging , written by Chester Simpson. Diode D1 can be any diode from the 1N00x series, whichever is conveniently available.
